2011-2013 Cycle Policy Changes (NEW POLICY)
New Applicants
If the level of available funding for council support does not support an average award of $100,000 per council (with the recognition that actual award amounts vary based on merit categories and umbrella status), the Board will not fund new applicants. As an example, if OWEB received 65 eligible applications, available funding would need to be at least $6.5 million in order for new applicants to receive new council support award. A “new applicant” means a council that has never previously applied for, or been awarded (either separately or as part of a joint/multiple council application) council support funding from OWEB. If funding availability allows a new applicant to receive an award, the award will be at the entry level of $37,500 regardless of merit.
Solo Funding Requests
For 2011-2013, the Board will not accept any requests for solo funding. Under OWEB's rules, councils that are, or have in the past been, part of a joint/multiple council support award, must receive OWEB Board permission to be eligible to apply for an individual council support grant. For 2011-2013, the Board will not grant permission and will not accept any requests for permission.
These are one-time policy changes for the 2011-2013 council support grant cycle. These policies were adopted by the Board on June 2, 2010 (read the staff report).
The Board’s decision does not reflect negatively on any council and is not a judgment about any council. Rather, the Board's actions reflect the fact that Lottery revenues have decreased for the first time in OWEB's history, and the State is facing a budget shortfall for 2011-2013 projected to be as much as $2.5 billion. In addition, OWEB is committed to a longer-term council support dialogue to address key policy issues before the 2013-2015 council support funding cycle.
With the two policy changes and the expected difficult state budget situation, we expect the results to be that if a “new applicant” submits an application for 2011-2013, they would not be funded, and the Board will not accept, consider or approve any “solo funding” requests for councils to be eligible to apply independently.

The next Council Support application deadline for the 2011-2013 biennium is January 18, 2011. In preparation for the 2011-2013 Council Support cycle, OWEB convened a Watershed Council Support Work Group to improve the application, review process, and reporting requirements without making significant changes.
